Order for tacking over the control of postal administration

ORDER FOR THE TAKEOVER OF THE POSTAL ADMINISTRATION

20th March 1932

With the establishment of the State of Manchuria, the postal administration and postal affairs were detached from the control of the Republic of China on March 1, 1932.

The Ministry of Communications, by order of the Government, in taking control of the postal administration and postal affairs of Manchukuo hereby orders all Postal Commissioners of the State of Manchuria to strictly observe the following instructions:

1 - On April 1, 1932, the Government will resume control of the postal administration and postal affairs of the State of Manchuria.

2 - The employees in service are informed that their status and salary will remain the same until further notice.

3 - The business service is to be maintained until further notice.

4 - As the postal administration and its attached properties are now in the possession of the State of Manchuria, the transfer of real estate and rights of creation are hereby strictly prohibited.

5 - Safes containing valuables, postage stamps and other property of a similar nature must be inspected by the Commissioners having authority to take control of postal affairs.

6 - A full inventory of existing properties must be submitted to the Communications Department.

7 - All current and future deposits and receipts must be paid into the Manchukuo National Treasury domiciled at the Provincial Bank of the Three Eastern Provinces. For the withdrawal of the above-mentioned deposits, endorsement by officials expressly appointed by the Department of Communications is required.

8 - All important documents must be inspected and validated by Commissioners with authority.
