Cet entier fait parti de la série émise le 26 juillet 1932. A noter le terme de « CARTE POSTALE » en français. Il est clair qu’à cette époque (1932), ce type de document a été préparé pour une future adhésion à l’U.P.U. Dans l’esprit des dirigeants, rien ne s’opposait à un refus d’être admis au sein de cette Union. D’ailleurs le Département des Affaires Étrangères indiquait -

This postal stationary is part of the series issued on July 26th, 1932. Note the term "CARTE POSTALE" in French. It is clear that at this time (1932), this type of document was prepared for future membership of the U.P.U. In the minds of the leaders, nothing stood in the way of a refusal to be admitted to this Union. In 1932, the Department of Foreign Affairs told the various delegations: "The old postage stamps are still in use, but the new ones will be issued after we join the International Postal Union" (1) which, as we know, never happened.
